From
July 2007 to June 2008, he worked in direct connection with the
Minister of the Italian Republic, Paolo Ferrero (in the Government led by Romano Prodi).
Main
tasks of his role were:
1.
supervising processes of strategic planning;
2.
developing efficient forms of organizations for the Ministry;
3.
monitoring the implementation of relevant policies;
4.
adopting an effective system of performance indicators.
About
250 employees worked for the Ministry at the time, distributed among
7 operating Directorates General: social inclusion, immigration,
drugs, voluntary organizations, voluntary and civil service,
communication, general affairs.
He worked also on the following specific tasks:

elaborating the decrees for the implementation of the social
enterprises reform;

participating to the workgroup on the reform of the Civil Code about
nonprofit institutions;

editing the first Performance Report of the Ministry.
